Reisen scored her first career goal on a breakaway in the 23rd minute to put the Storm (0-5) on track for their first win of the season.
Simpson held the lead into the second half before Clarice Bruch tied the contest in the 70th minute for the Panthers (1-4).
Martin's game-winner came off a deflection in the box, keeping Simpson in search of its first win of the season.
Kristin Riley finished with seven saves in goal.
